LONG TERM CAPITAL IMPROVEMENT PROGRAM (CIP) DEVELOPMENT PROJECT | CITY OF VALLEJO – 2017

The City recognized the need to develop a CIP to help ensure the sustainability and reliability of their water system. The CIP provides the City with a guide to funding projects over a 30-year planning period based on a technically-sound methodology that achieves the City’s immediate and long-term objectives. A risk-based model was developed to rank and prioritize projects and estimate a schedule based on two scenarios: 1) necessary funding to build all projects within the 30-year planning period; and 2) the ability to fund the projects given an assumed annual capital expenditure. 

Programmatic projects were included to provide a budget for ongoing projects; necessary on an annual basis, including pipe replacement, tank inspection and maintenance, meter replacement, SCADA upgrades, and PLC replacement. Cost estimates were developed for each project based on best engineering practices, existing construction bids, and available manufacturer actual costs. The cost estimates were used to establish the projected annual CIP funding.
