TECHNICAL AND CONSTRUCTABILITY REVIEW – PFAS TREATMENT DESIGN | CITY OF PICO RIVERA – 2021

Based on monitoring results from August 2019, it was determined that the Notification Level for perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) in the groundwater served to customers had been exceeded but was below the Response Level. 

Pico Rivera Water Authority’s (PRWA’s) need for PFAS (Per- and polyfluoroalkyl substances) remediation increased significantly with implementation of the quarterly sampling by the Department of Drinking Water (DDW). The result of this monitoring was cause for concern that DDW could direct PRWA to shut down its water wells that are in non-compliance with the PFAS levels as stated in: 

  • The Third Unregulated Contaminant Monitoring Rule (UCMR3) and 
  • The July 2018 State Water Resources Control Board (SWRCB) approval of the California Office of Environmental Health Hazard Assessment minimum reporting levels. 

Non-compliance with the PFAS minimum reporting levels could mandate the purchase of treated water from neighboring communities until compliance is achieved. The deadline for PRWA to meet the compliance regulations is November 2021. 

Myriad Engineering provided a technical and constructability peer review of both the 65% and 90% Plans, Specifications, and Engineers’ Estimate related to the PFAS Treatment System Project. We reviewed and provided comments for the civil, mechanical, and process drawings and specifications.
