ON-CALL CONSTRUCTION MANAGEMENT AND ARCHAEOLOGICAL MONITORING FOR DEBRIS REMOVAL | COUNTY OF CALAVERAS – 2019 – 2020

In mid-February 2019, portions of several roads throughout Calaveras County sustained considerable damage due to an extreme storm event. The debris flow and flooding caused damage to the asphalt, guardrails, shoulders, and ditches and debris accumulation throughout the project area. 

Federal Emergency Management Agency’s (FEMA) Disaster Assistance Programs (FEMA) funded these debris removal projects through disaster relief grants, requiring accurate reporting to substantiate eligible costs covered under the grant. An essential part of the grant funding process included demonstrating that the contractor implemented sufficient construction and oversight measures to ensure that eligible and accurate quantities were detailed in the documentation reports to FEMA. 

The County obtained the services of a construction contractor to remove the debris and contracted with Myriad Engineering to provide construction management and project oversight. The construction management services and oversight included the debris removal activities and Archaeological/Native American monitoring for the removal of approximately 413 cubic yards (cyd) of storm debris located at multiple locations throughout Calaveras County.

Scope of Services:  

  • Project management and coordination with all stakeholders (County, FEMA, CalOES, and Waste Facility) to ensure compliance with regulations
  • Management and oversight of Archaeological and Native American monitoring services of our subconsultant
  • Construction oversight of contractor related to traffic control, safety, and work progress.
  • Construction reporting documentation including preparing daily progress reports and FEMA forms (truck certifications, work summary, project photo reports), documenting load volumes, calculating volume of debris removal, capturing project photos before and after construction, preserving community relations, and monitoring project schedule and project milestones
  • Project close out and approval included electronic and hard copies of all FEMA documentation required for grant funding
